The problem
Product leaders at 20 to 200-person B2B technical software companies decide what to build next on thin evidence: a few sales calls, a competitor’s changelog, a thread of opinions.
The practitioner evidence they need is public. It is also scattered across issue trackers, forums, documentation, release notes, pricing pages and job postings, and reading it properly costs weeks nobody has.
Consultancies, analyst subscriptions, review-data vendors and an internal sprint with an LLM each have their place. What a roadmap decision often lacks is claim-level, dated provenance: the ability to check any single statement against a named source retrieved on a known date.
Traditional research may not provide claim-level, dated provenance.

Collect
Agents read permitted public sources only: issue trackers, project documentation, release notes, forums, pricing pages, job postings.

Duplicates are merged. Signals are grouped into recurring unmet needs, each carrying the date range its evidence covers.

Validate
Every need is checked against multiple independent sources. One account is never enough to earn a Verified label.

Write
A decision-ready dossier. Each claim is labelled and numbered, and the document ends on the cheapest falsifying experiment.
Thirty to sixty Signals is a scope-dependent target, never a promise. When the evidence is insufficient the scope is declined rather than padded, and the nearest supportable scope is named.

What NEEDRA will not do
- —Publish a material claim without a numbered, dated Source Record beside it.
- —Pad a scope the evidence cannot support. It is declined, in writing, with the reason.
- —Use a source that is not on the permitted list. No exception, no negotiation.
- —Publish an unsourced negative claim about any other research provider.
- —Present a superlative without a number behind it, or a claim of uniqueness.
